Exotic animals. Makes it a Class C misdemeanor to knowingly or
intentionally release an exotic or wild animal into the wild without
legal authorization or a permit issued by the department of natural
resources (department), and provides that the fine for unlawfully
releasing an exotic or wild animal is at least $500 and not more than
$2,500. Requires a person in the business of selling exotic reptiles to
obtain a permit from the department, and makes it a Class C misdemeanor
to knowingly or intentionally sell an exotic reptile without a permit.
Requires a person not in the business of selling exotic reptiles to
notify the department before selling an exotic reptile, and makes the
failure to notify the department a Class C infraction.

Wild animal permits. Adds and removes certain persons from the application of the wild animal permit laws. Makes changes to the definition of "zoological park". Adds a definition of "circus" for purposes of wild animal permits. Removes the requirement that a permit is necessary if the wild animal is harmful to plants. Removes requirement that a separate permit is necessary for each wild animal. Allows the natural resources commission to raise the wild animal permit fee. Allows an animal to be seized if it poses a risk to public health or safety.

Animal hunting facilities. Prohibits game mammals, elk, and furbearing mammals held under a game breeder's license, except for animals on a game breeder's licensed hunting facility (licensed hunting facility), from being hunted or harvested for sporting purposes. Prohibits hunting or harvesting game mammals, elk, and furbearing mammals held by a licensed hunting facility after July 1, 2018. Establishes requirements for licensed hunting facilities that allow hunting of deer or elk. Except for whitetail deer, provides that deer and elk taken at a licensed hunting facility are not subject to bag, sex, or size limits, or hunting license requirements. Prohibits deer and elk from being released into a licensed hunting facility after July 1, 2016. Makes permanent a provision authorizing the issuance of lifetime hunting, fishing, and trapping licenses.

Possession of exotic animals. Classifies certain animals as "prohibited
animals". Provides that a person must have a permit from the department of
natural resources to possess a prohibited animal. Requires that a person who
possesses a prohibited animal meet certain conditions. Prohibits a person
from acquiring or breeding a prohibited animal after July 1, 2007.
Establishes a Class A misdemeanor for violations.
